The Benefits of Frameworks

However, there are associated risks that should be made clear and lowest price may not represent lowest cost.

This document descibes the issues when considering a lowest cost tender and how those risks are mitigated by using a framework such as ProCure21.

The paper should be considered as DH guidance and is supported by the ProCure21 Cost Advisors Group.

Accolade for NHS ProCure21
We have appreciated enormously the proactiveness of the differing team members - in giving us options/scenarios for various issues, giving us examples of current market products, giving us different levels of service with pros, cons, risks etc - all so the client can make informed decisions and understand the likely impacts of these. Basically - huge amounts of lateral thinking has been on offer. We have also appreciated the joined-upness available across projects and in thinking through infrastructure issues. We are now able to reflect on circa £45m of completed or near completed schemes, all of which have come in on time and with an appropriate level of quality and functionality. The majority of schemes have also had a shared cost saving. It has also been extremely good to work with such a professional team whilst at the same time having good personal relationships, joint learning opportunities and some fun times.
